I am 21 and my boyfriend is 27, he is so scared of commitment, what can i do to make him come around?

we have been together for 4 months we have , and care for each other but around friends he treats me different and if were in public he could be huggin on me and as soon as a hot girl walks by he stops! I just dont know what to think HELP!!!
