Would you turn up to a funeral, offer condolences and demand payment for a �250 council tax bill?

In the sunday Express which now has my tea over it, due to a burst blood vessel, its reported that a grieving women was met by a bean counter from the local authority. Have they got no intelligence at all, how would they like it?
