Help with GTA SA please?

I was playing on youtube and I came across something called CLEO mod for GTA San Andreas. I went to research what the CLEO mod but anything video game related it blocked (I'm at work, don't worry, I'm on break). So any information would be helpful. Just keep in mind I can't see any links.
